translated from Spanish: Asedio multilateral

that the world lives a globalization is an inescapable reality. Moreover, she understands the most various aspects: political, economic, human in its varied dimensions, environmental, migration, rights of security, cyber, among others. Also part of this reality the tendency to negotiate between blocs of countries, allowing many, among them Chile, improve their conditions objective to be better able to face international challenges, facing effectively the possible asymmetries.
However, when it is more necessary to develop a foreign policy of the State to take charge of the designated contingency, our country arose in ancient and rigid concepts of sovereignty generating or attempted marginalization of multilateral efforts to they seek convergence between the members of the international community to address more effectively the challenges that arise and that no State, by powerful to be, is able to cope in an isolated manner.
Complex is that in our country is installed the notion that international agreements created institutions that interferes in the internal affairs and which, therefore, violates our sovereignty. Forget that international law moves forward in its regulations only in what States are willing to compromise and have clearly differentiated between binding instruments and which constitute rules of conduct and recommendations without giving the character of legal obligation.
The concern is greatest to observe what has happened in the last few months in our country. On the one hand, the Government using the argument of defence of sovereignty sidelining of the major agreement on environmental of Escazu, even though Chile had played a leading role for the achievement of this understanding, and then, with the same Foundation does not support the Global Compact United Nations on migration. To this must be added the delayed approval of the Protocol to the Convention on the Elimination of all forms of discrimination against women. On the other hand, showing a risky and dangerous plot coincidence, some parliamentary opposition, also based on the defense of sovereignty have announced their opposition to the comprehensive treaty and progressive of trans-Pacific Partnership (TPP11), conceived after that Donald Trump announced the removal of the TPP12 agreement, implementing its protectionist policy in this way. It should not be forgotten that the Government of Chile also played a role in this matter consistent with our projection for Asia-Pacific and that is why this agreement was signed in our country from March 8, 2018.
We must think up to where can take us a coincidence of designated nature, which could also attract a cross parliamentary majority. Multilateralism has been one of the basic principles of the foreign policy of Chile, a founding member of the United Nations, active actor in the international and regional levels, Member of WTO, OECD, ILO and the APEC, among other organizations International, understanding that it is impossible to not assume the interdependence of today’s world. Issues on the international agenda such as those mentioned about migration, environment and trade, among others, require convergence with countries willing to do so. The national interest requires to look at our foreign policy with State and long-term approach and not weaken stable principles such as the commitment to multilateralism.
