The congresses that previously gave the green light to the educational reform are Morelos, Tabasco, Chiapas, Oaxaca, Colima, Zacatecas, Hidalgo, Tlaxcala, Campeche, Chihuahua, Sinaloa, Veracruz, Nayarit, Nuevo León, Durango and Guerrero.
