As president of this body of government of the IMSS, I want to make some demonstrations, which I request to the Secretary General are integral in the minutes of the session.
The IMSS is an equalizing body of the social conditions of Mexicans; As an autonomous fiscal body it collects dues to employers and workers, to give social security coverage to millions of Mexicans.

The IMSS-WELFARE granted, as ordered by President López Obrador, medicines and free consultations to people without social security, in real figures, today, has fewer resources than the last year of the previous government, because they owe more than a billion Pesos, of the so-called “health component”, which corresponded to the disappeared Programa Prospera. 4.-Finally, as I mentioned in the last session of this technical Council, I had an appointment on 2 May last to resolve, in short, the situation of the IMSS, and I was cancelled last minute, without explanation.
Finance officials should know that the Government and administration of the IMSS Deb(e) be given legal certainty; It is real the risk of increasing litigation and causing substantial property damage, for making decisions outside the Social Security Act or with officials without authority.

On the other hand, if the Treasury believes that the savings in the IMSS can divert them to other purposes, it is necessary to remind him that “the Institute will not be obliged to concentrate in the Treasury of the Federation its income”, according to article 277 C of the Social Security Act .
Neglecting the tax collection and the due and just incorporation of workers into Social security is suicidal for the IMSS. I insist that the greatest corruption of Social security, in addition to being a special offense established in our law, is the simulation of the Declaration of underestimated contributions that steal the fruit of the daily effort of the workers, because with these quotas fictitiously Low, workers lose retirement, widowhood pension, better housing credits and social protection coverage, and some employers unethically accumulate those resources.
Of course, the quality and efficacy of many IMSS services leave much to be desired, and that the Mexican Social Security Institute has challenges, challenges, misguidance and enormous corruption.
But the IMSS is the only institute worldwide that provides unlimited medical services without their benefits impact on wages. In order to maintain this level of expenditure, this efficient and fair tax work must be supported by all administrative measures, the necessary personnel of time to make notifications, certifications, calculations and collection. That orientation of the Obrador government of Mexico requires intelligence, otherwise they can win again those who believe in the cruel hand of the free market. I don’t take care of my personal future, nor do I accommodations in government chairs. I don’t defend pharmaceuticals, suppliers or builders. The reason for this dispute with some finance officials is not the purchase of medicines, is to strengthen and respect the IMSS.

I believe and defend the President of Mexico, Andrés Manuel López Obrador, because he is not the manager of those who believe they own the country. It’s no one’s vase, as it says. I will follow his example: I will not be a vase in the IMSS of decisions taken outside the IMSS.
