In the first article, the measure provides for a deferral of payment of 22% on invoices issued from 1 July 2019 until 31 October 2019. The Government noted that this deferment of payment is “for the benefit of residential users of natural gas and networked propane”. For the national administration, the characteristics of residential consumption associated with temperature factors (heating of households) make it inevitable that the greatest demand will occur in the aforeclosed winter period, with the consequent increase in the average levels of amounts billed to those users. Therefore, the government’s intention is to provide “greater homogeneity” in the erogations of residential users, which mitigate the impact on the family economies of higher winter consumption. We recall that, in April last year, Governor Alfredo Cornejo sent President Mauricio Macri a proposal to this effect. At the time he explained that the project did not pursue to discuss “the need to continue correcting the remaining distortions in the tariff structure” but rather to get to “prorate” the fare in order to cushion the impact in the winter season.
