translated from Spanish: Can parties return part of their budget?

After the National Electoral Institute (INE) reported that 5,239 million pesos are expected to be allocated to political parties next year, in accordance with the formula currently established in the Constitution, President Andrés Manuel López Obrador suggested return 50% of the money awarded.
“At the very least they should reduce their spending – it’s a suggestion, it’s not going to be misunderstood – at least 50%, in half,” he said at Wednesday’s press conference.

But is it possible for political parties to return the public resources that are allocated to them?
The acting councillor of the INE, Lorenzo Córdova, explained at the outset that the calculation for granting public resources to political parties is done in accordance with the provisions of the Constitution, although there is a way in which that budget is returned or assigned to another item.

Corrdova indicated that parties can waive their prerogatives, notifying the NSO of its wish not to receive some or all of the money, which is supplied to them monthly.
Once parties notified that they want to waive the appeal, the INE would return the money to the Federation.

Lorenzo Córdova recalled that, after the 2017 six-offs, by agreement of the political parties, a portion of the funding that they were entitled to in the last period of the year was reinstated, and I mention that this was the decision of the institutes , in the exercise of its autonomy.
