translated from Spanish: Committee on Programming, Budget and Public Account will consider proposal for the disincorporation of assets

Morelia, Michoacán.- After arriving in the Legislative Branch the initiative of draft decree by which the holder of the State Government, Silvano Aureoles Conejo requests the disincorporation of various real estate for further disposal, the president of the Committee on Programming, Budget and Public Account, in the LXXIV Local Legislature, Tony Martínez Soto pointed out that once the plenary turn committees will start shortly with their study and analysis of the proposal and request that the commission that chairs participate in this process, so it was made known through a press release.
It noted that such an initiative was feasible in the face of the difficult economic situation in the state, as actions were needed to clean up public finances and ensure the financial stability of the entity.
It considered it positive that the proposal proposed the disincorporation of 10 urban premises and the sale of various assets, to ensure the stability of the entity, a topic that would be discussed in the legislative committees.
The budget deficit reported annually by Michoacán in the order of five billion pesos, he said, has caused serious impacts on state finances, for several years, so it is urgent to take action to give a break to the finances of the State.
“Although extraordinary resources are now earmarked to pay for the fifteenth of teachers, it should be remembered that at the end of the previous year and early this year, there was an advance of shares, which means that they have difficulty closing the year.”
In its view, it is feasible for the State Executive to propose this proposal to obtain income, as a mechanism for resolving the financial situation of the state.
This state administration has, he emphasized, had to make extraordinary efforts to ensure the stability of Michoacán, since the budget that is available is insufficient in the face of the needs that exist, moreover, in the face of the deficit in the education sector for more than 5 billion pesos, not counting what is lived in the health sector.
Faced with the fed-up of the Federal Government to strengthen and guarantee financial sufficiency to the state, to address the problem in the education sector, which is not from now but from many years ago, because of the deficit that is reported, year after year – Tony Martínez indicated that it is pressing to look for bottom-up solutions that provide stability.
“Michoacán has been dragging on serious economic difficulties to cover the payment of teacher salaries and benefits for several years now, which has complicated the development of the state.”
The federalization of education, he said, is pressing to stem the decline in state finances, which will also help give wage certainty to state teachers, as they would all receive their payment from the Federation directly.
In addition, he pointed out that in our country a new distribution of financial resources is urgently needed to enable an even welfare development among states and municipalities and eliminate the punishment of entities, which has generated serious impacts on state public finances.
