Culiacan.- The extension of the coverage that was given in this school year represents for the Autonomous University of Sinaloa (UAS) an annual investment of 330 to 400 million pesos, and to guarantee those amounts will be “fought” at the federal level resources and an annual increase in the budget by 2020, revealed the Rector, Dr. Juan Eulogio Guerra Liera.
The Rector reported last week that the PMI announced to them that it requested 2.5 billion pesos from the Ministry of Finance to address the structural problems of the 10 universities, including the UAS, which present recurring problems for the year-end.
“We are going to fight in this 2 thousand 500 million, we have already met at ANUIES to propose a larger budget for 2020, and in that 2020 budget must come that special bag that says to guarantee the multiannual reviews and a budget should come according to the pro the Federal Government to reach 100 percent coverage, that is, if I demand more coverage from the University there must be a budget increase”
Said. It emphasized that there was already a study with numbers that were covered by data and reports held by the Ministry of Finance and the PMI and it was already being found that the UAS had an insufficient budget and a surplus tuition.
“The Government, what route does it propose? Between the third and fourth year of this six-year period reach 100 percent (coverage), well the UAS has already reached you in high school for two years, today at the top level we are very close, but right now they tell me what problems do you have Rector? We lack desks, we lack air, we are in maintenance, we are moving to ensure a start with the right conditions”,
Said. He added that the UAS has a deficit of 1.7 billion pesos, most of this figure represents the payment to retirees and pensioners, and the other the lack of recognition to the upper middle level.
“The average level is not recognized as part of the UAS and everything that is paid in high school is indicated as a diversion of resources, we have 60 thousand high school students, we are the best high school in Mexico and every year it has to show that the UAS does have high school , and another signify is the dynamic retirement payment where you have 5,000 ex-workers who take out a pension (…) are receiving an unfunded amount”,

“If we solve the structural problems and solve that problem of deficit of 1.7 billion, which much of the dynamic retirement goes to, the UAS is going to keep its long-term functioning, that is part of what is being negotiated, that the teachers, benefits.
To be recognized as a university with a presence in the 18 municipalities throughout the state, that is relevant and that society claims it with more than 167 thousand students, will see that there are smaller universities with a smaller enrolment and a May deficit r to ours”,
Pointed out. He indicated that having gone from 37 thousand 951 young people accepted to 45 thousand 551 as a result of opening 7 thousand 600 additional spaces when he answered the call of the Governor of the State to expand spaces, represents an increase in the budget that the University requires but was not conditioned that effort in exchange for resources.
“We didn’t have a barter there with the Governor and say we can offer more and give us more, I think it’s a goal on which we agree (…) How are we going to make sure the appeal arrives? first the times we have occupied the Governor the resource has come to the University with management, with direct loans, in support, it has, this previous year it was 150 million pesos the other year were 200 that it has lent us, it has always been put in support University,”
