translated from Spanish: ‘Illegal use’ of registrations allowed Robles to have two licenses

After confirming the existence of two driver’s licenses on behalf of the former Sedesol owner, Rosario Robles, the Mexican City Mobility Secretariat (Semovi) acknowledged that an “alleged illegal use” of the procedure allowed ex-officials to make both official records without it being detected as an irregularity.
Each official who performs the licensing procedure in the Modules of the Semovi has a unique key that allows him to print the document and register it in the system, that is why the responsibility lies with those who processed both licenses, warns the undersecretary of transport, Brando Flores, in an interview with Animal Político.
In Rosario’s case, two formalities were made on the same day in different modules but with dubious data. In neither license did the signatures correspond to your voter credential, the fingerprint is moved and while one document was for renewal, another was for new processing, which did not generate any alert in the system, the official says.

For these procedures is that Rosario Robles is in pre-trial detention as part of the judicial process he faces for the alleged crime of misuse of public practice in the case known as La Estafa Maestra, in which units of the federal government they made agreements with public universities to make supposed services and they outsourced them to companies that turned out to be ghosts.
At the hearing on 13 August last, the Public Prosecutor’s Office filed a registration of a driver’s license with a different address than the one Robles had registered as his residence, so it was considered a “risk of flight” test and asked the judge Felipe de Jesús Delgadillo Padierna pre-trial detention as a precautionary measure.
The MP reported that the document had been located by the Crime Prevention Planning, Analysis and Information Center (CENAPI), the intelligence body of the Attorney General’s Office of the Republic, so the judge gave it sufficient weight to grant the remand edhold against Robles for two months.
Rosario Robles’ defense accused that this license had been forged because even a photograph downloaded from the Internet was used, so the only one they recognized as valid was the license that the civil servant has had since 1986 and has renewed three times.
It is now known that both registrations were official, i.e. not that they had falsified the document, as the two licenses appeared in the Secretariat’s system, but there have been irregularities along the way.

So was the record
The Semovi acknowledges that the process procedure could be infringed in different ways, even by the same officials who had key to the system by falling into acts of corruption such as issuing the plastic without registering it in the system in contubernio with managers.
Therefore, the current administration will propose to the Legislative to reform the Local Mobility Act to implement more padlocks in the process of obtaining and registering the document and thus “shielding the license”, such as adding to the identification requirements, proof of address and payment, the presentation of the Unique Population Registration Key, says Undersecretary Flores.
Also, in case of loss or theft, filing a complaint with the Public Prosecutor’s Office in order to replenish the plastic, but making the modifications will depend on the Congress of Mexico City.
However, the validity of laxos controls of the issuance of the document allowed someone to carry out formalities in the name of Rosario Robles, without so far knowing who it was.

The Semovi has two license registrations, one for renewal and one for first shipment in two different modules and both made on March 28, 2018. The system was not even programmed to make the immediate crossing and detect that there was already a registered user with the name of María del Rosario Robles Berlanga, for example.
In no case could the Semovi confirm that Robles showed up for the formality because “by comparing the signature of his voter credential with the signatures of both licenses there was no graphological correspondence, and in both the footprint is swept or only half was placed. These elements could tell us that the person did not necessarily come in person,” says Undersecretary Flores.
This information has already been given to the judge who requested the “sheet”, that is, the registration of both formalities carried out in the Semovi, and that includes the name of the public officials who issued the plastics because “we are talking about an alleged illegal use of the person who provided the procedure for that license.”
This is only one case of irregularities that have existed in the issuance of licenses in Mexico City, but which in the previous administration went unnoticed. Therefore, when detecting that there was theft of material, printers, plates and licenses, they reported to the Internal Supervisory Body and the Capital Prosecutor’s Office.
A review was also made of the single key window officials, and 150 remain to be 117 who were assigned new keys to process licenses in 24 mobile modules and three fixed ones.
