In addition, according to data from the Federation’s Superior Audit cited by the medium, the UPCH only settled the first contract to Serel Products for 139 million 200 thousand pesos, but did not pay 98 million 800 thousand pesos of the second specific contract.
Sedesol also provided no evidence to prove that he received the work done by that university in a timely manner, the authorities said.

The former officials of Sedesol are Martha Lidia Montoya Santos, who served as director of Treasury, and José Israel Torres Gutiérrez, director general of Community Development. On the side of the UPCH is José Roberto Aguilar Fuentes, attorney general of the institution.
The Federal Public Prosecutor’s Office, according to Reform, asked a judge of the Federal Criminal Justice Centre of the Early Inmate for an initial hearing to impute them the crime of misuse of public service, in the forms of illegal payment, improper recruitment and being part of it.
