“This implies, among other requirements, that the process of appointing the holder is particularly scrupulous, objective, transparent and accurate, in such a way as to avoid any kind of questioning that affects the legitimacy of the person to whom it is appointed, of the institution whose head is appointed and of the person making the respective choice,” the Office said, in a statement.
“The process of appointing the Presidency of the CNDH by the Senate was marked by an atmosphere of polarization, doubts about the fulfillment of the eligibility requirements of the candidate who was protested and questions as to whether the third ballot reached the qualified majority required by the Constitution,” he added.
States, he continued, are committed to complying with the Paris Principles, which define the main characteristics of national human rights institutions, one of which is independence.
“In this context there is the Subcommittee on Accreditation of the Global Alliance of National Human Rights Institutions which examines and analyses the fulfilment of these principles by the national human rights institution of each country. UN-DH recalls that the nomination process is one of the most important aspects that is regularly reviewed by the Aforementioned Subcommittee on Accreditation,” the Office said.
“Self-acting and independent action are criteria that should guide the work of the national human rights institution,” she stressed in her message.
