In two specific cases reported to the Secretary of Honesty and Civil Service, Vicenta Espinoza, they refer to one established with the entrepreneur Humberto Valadez García, who is nicknamed “El Huevero” and would have given 20 million pesos in exchange for million-dollar contracts as a food supplier to Criminal Selin California and school breakfasts, once Jaime Bonilla took possession.
According to the environmental investigation, the other documented case is that of an entrepreneur identified as Carlos Patiño, who gave up $100,000 on the promise of contracts in the housing sector as of November 1, 2019.
In both cases, the money was handed over by an intermediary of the Welfare Secretariat to the senior officer, Jesús Núñez, who would have divided it equally, between him and the three secretaries involved.
