translated from Spanish: Treasury achieves savings of more than 3 thousand mdp in medicine purchase

The Ministry of Finance and Public Credit (SHCP) reported that savings of more than 7.3 billion pesos were achieved in the purchase of medicines and healing equipment thanks to the awards made by the government of Andrés Manuel López Obrador.
The unit detailed that in the purchase of medicines the savings was 3,616 million pesos, but only 65% of the 632 keys of different medicines have been allocated.
According to the SHCP for 35% of the drug keys that were left unrippled, and whose names were not disclosed, an analysis will be carried out to determine the reasons, “since in some cases, given market conditions, the industry may no longer find the production of certain products that the institutions incorporate in their requirements attractive”.
In the face of this situation, the unit must identify whether it is necessary to seek the importation of the same or be replaced by others equally
Effective.
The Ministry of Finance undertook to carry out the procurement process for missing medicines during the month of January and thus meet the delivery time due in April.
For the 632 keys awarded, 602 were tendered under the Maximum Reference Prices scheme and the other 30 items under the Substic Discount Offers (DSB) scheme.
The Maximum Reference Prices modality consists in that, through market research, a price is set for each medicinal product on the side and international references and awarded to suppliers who submit the best offer below that price.
While the Subsequent Discount Offers (DSB) mode is conducted through an electronic auction through CompraNet, in which
suppliers compete to present the lowest bid.
The use of the first scheme resulted in savings of 2 thousand 847 million pesos and with the second saving of 768 million
weights.
With regard to the purchase of healing materials, the SHCP achieved savings of 3.727 million pesos, thanks to a tender made under the Maximum Reference Prices scheme.
In this area the tender was made to acquire a total of 143 Healing Materials, Laboratories, Osteosynthesis and Stents.
In that tender, 421 items were awarded representing 37% of the total keys, and 375 deserted keys (33%) were declared for not receiving proposals from bidders, and another 347 (30%) for not meeting the requirements requested in the call.
As in medicines, for the deserted keys, which together add up to more than 60%, during the month of January the conditions will be sought to be solved and the acquisition process will be carried out.
