Culiacan, Sinaloa.- Soon, a policeman will be able to confront an offender who was arrested and the latter will have to enlist in social programs, in order to avoid a fine for committing faults to the Police and Good Government Bando. Misael Obregón González, director of the Barandilla Court in Culiacán, said that the number of juvenile offenders who are referred to Barandilla by elements of the Secretariat of Public Security in the capital (SSPyTM) is worrying.

“We intend to lower the rate of juvenile offenders”, is the goal by which Obregón González thought to kick-start the project, considering that, in most cases, it is teenagers who are arriving in Barandilla under the influence of some drug or alcohol, and another percentage for being accused of committing assaults, even using real-life pistols; and considered that these minors are the ones that are generating the climate of insecurity in the state capital.

That’s why it’s estimated that teenagers initiate by committing mistakes, until they commit various crimes. In this way, Misael Obregón indicated that they are working with the program Transforming Lives, where human development and value workshops are held. He added that at about a year there are almost a thousand arrests of minors, and of those are intended to rescue at least more than 300.To do so, he said, they will have to undergo a screening test to see if they are eligible for support. This is how the new Civic Court is intended to be initiated shortly. The same where a caregiver may request the presence of parents to participate in the programs together with their offending children, so that the fines can be commuted to them.

Obregón González reported that there is still no start date because the civil works are being carried out, then the remodeling, while waiting for the regulation to be changed and more staff to be incorporated, as the program requires. The problem
