“We regret that today the agreement signed with the health cabinet to improve INSABI has not been ratified. The federation reduced the health issue to a single position: joining INSABI or rejecting it altogether. Without alternate paths or proposals for improvement,” the Association of Governors of National Action (GOAN) said on its Twitter account, following the meeting of the representatives with the president.
“We will have to look at the details of a counterproposal that is presented to us, where we have to have very clear numbers with the director of the Insabi, but we will see that in the next few days. Nothing has been signed,” said GOAN President Governor Martín Orozco.
“There are details, especially on financial runs in the funds,” Orozco added, according to Reforma. 
Orozco said the federal government presented a new proposal to determine how to distribute the funds, based on historic runs. “Everything goes in the free. The free table is on the basis of the financial runs that we will have to analyze,” he said.
The Panist governors had proposed a “free, progressive and quality provision of health services” with the Insabi.
Last Friday, the legal deadline for state governments to confirm whether or not to join the new Institute of Welfare Health (Insabi) expired.
Nine announced that they would sign the coordination agreements, but as they did not adhere, including the panist governments of Aguascalientes, Baja California Sur, Chihuahua, Guanajuato and Tamaulipas. However, on Tuesday they said they had not yet signed anything, waiting to resolve questions about funding.
