«There are details, especially on financial runs in the funds,» Orozco added, according to Reforma. 
Orozco said the federal government presented a new proposal to determine how to distribute the funds, based on historic runs. «Everything goes in the free. The free table is on the basis of the financial runs that we will have to analyze,» he said.
The Panist governors had proposed a «free, progressive and quality provision of health services» with the Insabi.
Last Friday, the legal deadline for state governments to confirm whether or not to join the new Institute of Welfare Health (Insabi) expired.
Nine announced that they would sign the coordination agreements, but as they did not adhere, including the panist governments of Aguascalientes, Baja California Sur, Chihuahua, Guanajuato and Tamaulipas.
