The President of the Commission on Human Rights of the Chamber of Deputies, Emilia Nuyado, called for extra prison measures for detainees as a result of social demonstrations, after 18 October.
In the opinion of the parliamentarian “our request is part of the recommendations made by the office of High Commissioner for Human Rights Michelle Bachelet, regarding people who are in the context of confinement amid the COVID-19 Pandemic “who urged the release of political prisoners to contain the Coronavirus. In this sense we believe that in Chile thousands are in this condition in crowded prisons of prisoners.”
In addition, he stressed his concern for detainees at demonstrations following the social outbreak, “I express my concern about people on remand. Thousands have entered these centres and are awaiting trial in prisons or temporary detention centres. Let us remember that with regard to them the presumption of innocence governs, that is, they have not been condemned and must be considered in such a virtue.”
“I join the call of families and social organizations to support political prisoners who call for released measures for their family and friends,” Nuyado said.
On this same point, MeP Mapuche added that “the same is what we are asking for our Lagmen to be held in various prisons”.
In the same vein, the Mapuche Member added that “I cannot fail to mention my commitment and support to Mapuche political prisoners, who have been raising their voices for years to bring about the international standard on deprivation of liberty for persons belonging to the first nations, as set out in the various instruments of international law on indigenous rights and in particular in ILO Convention 169”.
“People deprived of liberty do not lose their human rights so the State must guarantee them, so we ask the Government and the Ministry of Justice and HRD to make this determination for a greater good that is the health and human rights of the incarcerated,” he concluded.
