Regarding the return of this last state in red, Hugo López-Gatell, Undersecretary of Prevention and Health Promotion, noted at daily press conference that it is not a matter of failures in the strategy of the entity to control the epidemic. 
“It’s a matter of indicators, which are not as controllable, you try with healthy distance but these have effects that you don’t see overnight. It’s important not to see it (back to red) as you fail, we’re going to have changes in the different entities and it’s important not to see it that way,” he said. 
The undersecretary added that either in red or orange the entire population is sent the same message: the epidemic continues and we must be extremely cautious. 
“We need to get public life back, it depends on it that people have their daily livelihoods and half the country lives up to date. But we must not enter into a false dichotomy: that it is one or the other, or protect health or the economy and well-being. It’s more complex. You have to find the balances to get public life back and get people to start coming out in a planned and organized way,” he said. 
Lopez-Gatell again warned that if there are beginning to have flare-ups, some of the activities of public life, as well as the burden of capacity, are withdrawn. “This is the dynamic that there will be. It’s not black or white. It’s not as simple as saying everyone outside or all inside.” 
As an example he put the tianguis in Hidalgo. “We agreed to find a way for the tianguis to have adaptations, they can be segmented and given more places or by schedule: vegetables on Tuesdays, cheese on Thursdays, but that people are not in a high-density place. There are creative ways to find the solution and not fall into false dichotomies, because the epidemic is still far short,” López-Gatell reiterated.  
On whether some activities will be shut down in Tabasco again now that he has returned to the red color, the undersecretary evaded further details and only stated that “it is not that they are backed off, we will support the governor so that he has the accommodations he deems necessary and we will give him the technical advice he requires.”

Ricardo Cortés Alcalá, Director General of Health Promotion, explained that to design the traffic light the same four indicators of the last two weeks were taken into account. 
The first is hospital occupation weighing 50% for the final qualification; the second is the trend of COVID-19 syndrome (monitoring how positive and suspicious cases increase) with 20% of the weight. 
The trend of hospitalizations (people per 100 thousand inhabitants who require hospital care for COVID-19 syndrome) is also considered with 20%, and with 10% the positivity to SARS-Cov2 (the number of positive cases in the tests performed).
Cortés Alcalá detailed that according to the color of the traffic light in an entity it will be known which activities can be resumed and in what percentage. 
In the entities that follow at red light, hotels must operate with the common areas closed and a maximum occupancy of 25%, in states that are already in orange, you can open the common areas and have a capacity of 50% occupancy. 
Restaurants in the red states are still only on-site service, while those in orange can open with a capacity of 50%, and the same for hairdressers and barbershops. 
At the red level, the parks must have only a capacity of 25% without open children’s areas, in orange 50% capacity. Supermarkets and markets 50% in red level one person per family, and in orange 75% capacity. 
Sports in both red and orange will follow behind closed doors. Gyms, swimming pools and sports clubs are closed in red and with 50% capacity and with an appointment in orange.
While cinemas, museums and events culare closed in red and with 25% capacity in orange. Shopping centres will also remain closed in the entities in red and with 25% capacity in orange and the same religious centers.
Concerts and mass events of more than 500 people, as well as bars and nightclubs must remain suspended and closed in both red and orange.
