translated from Spanish: Ministry of Labour unveiled plan “Paso a Paso Laboral”

This day, the Ministry of Labour and Social Welfare published a document called “Paso paso Laboral”, both for employers and workers in the process of returning to activities.
Framed in the government-driven deconfunding plan, it seeks to deliver concrete and practical recommendations so that all actors in the world of work know about them and know how to prevent workplace contagion in times of pandemic.
The “Passage to Labour” includes 7 stages that will help workers and employers ensure a proper return to their work activities.
“The health crisis has definitely changed our way of life and also how we work. That is why, together with the Ministry of Health, we have pushed for this plan that seeks to establish a roadmap for all together, workers, employers and government, to seek and agree on the best way to return to our jobs, in the safest possible way and without endangering the health of workers and their families,” said the Minister of Labour and Social Welfare , María José Zaldívar.
The Under-Secretary of Labour, Fernando Arab, added: “We want the workers themselves and employers to be the protagonists of agreeing and implementing all the measures that are necessary to ensure effective protection of the life, safety and health of workers in the workplace. In this sense, social dialogue is essential, with particular importance to the role of the joint hygiene and safety committees, which are made up of representatives of both workers and employers, who should be able to have a specific impact on measures implemented within enterprises. In the same vein, the role of trade unions, risk prevention experts and mutuals is relevant so that the measures that are effectively agreed to contribute to protecting the life, safety and health of our country’s workers”.
The plan covers the stages of information on measures, recommendations and protocols; organization and agreements with various workers’ institutions, such as joint committees, trade union and safety and hygiene organisations; and a third stage of socialization of preventive measures within the organization.
In its next steps, the plan envisages the implementation and physical adaptation of workplaces to comply with health and physical estrangement provisions, the prioritization of mental health; traceability of cases, close contacts and third parties entering the organization, as well as the constant evaluation and monitoring of the measures taken and their effectiveness.
The Ministry of Labour and Social Welfare will make available the web platform “Paso paso Laboral”, which will contain relevant information on work and safety and health issues at work, as well as this roadmap that will serve as a guide for all actors in the world of work.
