The Ministry of Health clarifies:
 The procurement procedures of the Ministry of Health are carried out on the basis of the mechanisms and procedures established by the Procurement Act, Leases and Provision of Services Related to Furniture and Real Estate (Sic) Of the State of Michoacán De Ocampo, specific case of the company “THONA SEGUROS” through the State Public Tender CADPE-EM-LPE-026/2020 carried out by the Procurement Committee of the Executive Branch.  The case being that no current official of the unit has a family or commercial relationship with the indicated company.  As in the registers of the Secretariat of the Civil Service is NOT in the directory of suppliers and contractors sanctioned, nor has it been detected by tax authority within companies with alleged non-existent operations in accordance with Article 69-B of the Tax Code of the Federation Also has the corresponding authorization by the National Insurance and Deposit Commission, essential requirements for its participation within the bidding procedures.
 With regard to the alleged retirement payments, it is specified that the Ministry of Health does not deal with the payment of retirements, since that power is inherent in the Institute of Security and Social Services of State Workers.
 The payment made to the workers who completed their retirement and pension process was issued by the Insurer awarded in the corresponding judgment of the institutional retirement insurance, since, within the benefits provided for by the Institute of Security and Social Services of State Workers, that institution also provides for retirement insurance under the concept 02 SR.
 As indicated in the Manual of Perceptions of Public Servants of Federal Public Administration Units and Entities, Article 30(II) specifies that the granting of the provision of such insurance shall be borne by the public servant by 50% and the other by the unit, which is due to a fixed fee of $5.35 fortnightly pesos which applies only to federal workers, adjustment, formalization and approval programmes.
 Within fiscal year 2020 the SSM has had 37 death claims which have been covered, and in the case of 7, their files remain pending in documentary integration.
 Therefore, the Ministry of Health has covered its obligations and payment responsibilities with the 14,654 (fourteen thousand six hundred and fifty-four) workers of the institution, as well as does not present debits with institutional third parties, result of financial discipline and responsibility in the exercise of resources.
