At the end of September, the Governor of Jalisco, Enrique Alfaro Ramírez, announced that Jalisco is already preparing to resume classes in person, however, the announcement was not well taken by the Secretariat of Federal Health, being Hugo López-Gatell who said that this should only be given when the state’s epidemiological traffic light is green, warning that the entity will remain orange and still have to go yellow and then green, so it could take another month to reach the status.

Regarding the situation of the pandemic in Jalisco, on October 4th Alfaro Ramírez lamented on his social networks that over the past week levels of contagion increased, which could subsequently lead to an increase in hospital occupation in Jalisco.
“Health measures have loosened, if we do not take them back, we will have to take steps backwards and that is not in anyone’s interest. We continue to reduce hospital occupancy, but the estimated case rate per million inhabitants is very close to reaching 400 and, if that happens, we would have to tighten the #BotónDeEmergencia.

He posted Alfaro Ramírez on Twitter next to an image in which he showed a graph with these figures.
“The health emergency has been very difficult for every family, business and business, and it has cost us all and all a lot to move forward with reviving our economy, but health is the most important thing. You know how to take care of yourself and how to take care of others, you know how to reduce the risks to avoid contagion. Use water covers, stay away from other people, and wash your hands constantly.”

The representative added, who emphasized that health protocols cannot be helped because they continue to be implemented in order to save lives and continue to revive our economy.
It should be remembered that throughout the pandemic the criteria for declaring a patient’s recovery officially have changed. Currently, symptomatic patients who meet a minimum of 10 days from the onset of symptoms and at least another 3 days without symptoms (no fever or respiratory symptoms) are considered as recovered under clinical criteria. As for asymptomatic patients, a period of 10 days after testing positive for SARS-CoV-2 is requested in order to be considered recovered. On 29 September, the Jalisco Ministry of Health also released that:
“People with heart disease are at increased risk of developing complications and getting worse if they have COVID 19, because it is not just a respiratory infection, but one that is now known, can affect other organs of the human body besides the lungs.”

The SSJ reiterates the importance of staying at home and leaving only for activities that are considered essential, as this drastically reduces the risk of contagion. In case you have to leave you ask to avoid crowds, keep distance of 1.5 meters between people, use the water cover properly and wash your hands frequently with soap and water or use alcohol gel. On June 15, the first opening was given to common spaces: squares and commercial corridors, hotels, gymnasiums and sports clubs, religious venues and visits to prisons.
Since last Monday, June 22, the mandatory use of water covers when boarding public transport was annuniated in addition to staggered schedules at the entrance to working hours: from 06:00 to 08:00 hours for the industrial and construction sector, 08:00 to 10:00 hours for government offices and services, at 10:00 for general trade and at 11:00 for shopping centers and corridors.
Last Monday, June 29, the doors of public parks, swimming schools, private sports courts and even natural spaces such as the Spring Forest opened, however, Alfaro Ramírez covered that this should be done in compliance with the health protocols established by the Ministry of Health. On the same day they started a series of economic programs aimed at MiPyMes and analysis tables for economic and educational reactivation, noting that the return to school would be on August 17 and tentatively only in some classrooms would resume face-to-face classes.
From Monday, July 20, outdoor events resumed ensuring adequate ventilation, distance from people, not prolonging exposure time, limiting the number of people active, internal mobility, with the use of water covers and how to get to the site. It was also announced that the centralized and parastatal public administration units and entities will only work from 10:00 am to 5:00 pm. This day was also returned to summer classes in person and the period will only apply until August 14.
As a combat measure to the SARS CoV-2 virus, this July 31st the “We are together and we have it well placed” campaign was launched, which promotes the use of the water cover between the business sector and the general population.
On August 6, the Government of Jalisco announced the reopening of cinemas and casinos under certain protocols. Cinemas open with a maximum capacity of 25% capacity, with video game areas closed and those in commercial squares must respect the opening hours only from Monday to Friday. In the case of casinos capacity of 200 people ensuring the minimum physical distance of 1.5 meters between people, access to vulnerable people is not allowed and the sale of alcoholic beverages is prohibited.
The return to basic education classes (preschool, primary and secondary) will be remote and began this August 24, while higher and higher middle education will be until September 7.
On 1 September, the Coordinator of the Economic Cabinet of Jalisco, Alejandro Guzmán Larralde, inofrmed that he will be able to open the squares on weekends, includes non-essential turns, although his parking lots will still continue at 25 percent of his capacity. In addition, hotels will be allowed to pass from 25 to 50 percent of their occupancy capacity and start the operation of theatres and circuses at 25 percent of their capacity.
As of September 3, the southern part of the state of Jalisco already has a new place to carry out COVID-19 tests, it is the Laboratory of Biomedicine and Biotechnology for Health that was inaugurated in the South University Center (CUSur) of the University of Guadalajara (UdeG), located in the municipality of Zapotlán el Grande (Ciudad Guzmán).
On August 13th the Governor of Jalisco, Enrique Alfaro Ramírez, pointed out that in the face of the health contingency it was decided to cancel the massive events of the months of August, September and October, so the Fistas Patrias, Copa Jalisco, as well as the October Festivities were discarded. In the case of La Romería, it will be carried out without the assistance of the faithful.
On September 17, the Governor of Jalisco, Enrique Alfaro Ramírez, and Secretary of Education Flores Miramontes, reported the new route for the return to classes in person in the state, however, no date of return to the classrooms was yet. This decision, they said, was made from the learning implications that might be leaving this modality at a distance and contemplating applying preventive measures that are recommended to prevent contagion among students.
El October 2, as part of the Jalisco Plan for Economic Reactivation, support for the Reactiva Municipalities programme began to be provided, with a stock exchange of 36 million state and 6 million municipal, to benefit 7,633 shops and companies in 42 municipalities that have been affected by the coronavirus pandemic.
On October 5, the Jalisciense Institute of Metabolism initiated in Jalisco the application of 300 Johnson & Johnson COVID-19 tests to the same number of volunteers.
