translated from Spanish: Popular consultation will be in August 2021, its cost is not yet calculated: INE

The president of the National Electoral Institute, Lorenzo Córdova, noted that the popular consultation on whether former presidents should be investigated will be held on the first Sunday of August 2021 because so dictated by the Constitution.
In press conference, Córdova noted that it is not possible to consult on the same day as the next election (June 6), as proposed by Morena’s Senate coordinator, Ricardo Monreal, because constitutional decrees would be ignored.
” (Consultation) is to be held on the first Sunday of August, unless we violate the Constitution or change it, but only last year it was changed to say that popular consultations should be done on the first Sunday of August (…) I don’t know if it’s good news to change the Constitution to content or every time an issue is discussed,” he said.

On Wednesday, Monreal formalized its proposal for the popular consultation on June 6 on the grounds that it avoided an expense of between 6 thousand and 8 billion pesos that could cost the process.
On the expense of the consultation, the INE’s ceo explained that it is a mistake to talk about figures as the 8,000 mdp is what a nationwide election like the ones on June 6 costs, rather than for an additional process like the consultation.
“Obviously there are a lot of expenses that will be made in the June 6 election, which will serve as a handle so that it doesn’t have to be replicated or doubled by the time the consultation is made,” he added.
Córdova said that as this body has conducted a popular consultation, the economic cost it will have is not yet known exactly.
“Towards the end of the month we will make public knowledge what are the additional activities that will have to be linked for the consultation for the first time, and what the budget impact will be, “that it will not be by far going to be like replicating an election”.

For example, “the field staff that we will hire for 7 months for the election, will extend two more months but it is not the same to pay 7 months as two more months”.
Córdova noted that information on the budgetary impact would be presented to the Chamber of Deputies because this amount was not contemplated when the 2022 budget was drawn up.
On October 1, the ministers of the Supreme Court declared constitutional the popular consultation promoted by President Andrés Manuel López Obrador, but modified the question that originally had the names of former Presidents Carlos Salinas, Ernesto Zedillo, Vicente Fox, Felipe Calderón and Enrique Peña Nieto.
Ministers considered this to be biased and contained value judgments, so after restructuring it it looked like this:
“You agree or do not agree that appropriate actions are taken in accordance with the constitutional and legal framework to undertake a process of clarifying the political decisions taken in recent years by political actors aimed at ensuring the justice and rights of potential victims.”
