Corral noted that the federal government tried to call them individually in Mexico City to divide the movement and sow fear among producers.
However, the Ministry of the Government replied that it is “completely false that there have been intimidation or threats, let alone that there is a campaign of division as some political actors wish to believe”, and that there has been open dialogue with all parties.

It recalled that on 13 October, the segob holder spoke with the president of the Association of Irrigation Users of the State of Chihuahua (Aurech), Salvador Alcántar Ortega, federal and local legislators to find agreements to comply with the 1944 International Water Treaty between Mexico and the United States.
During the meeting, Salvador Alcántar Ortega delivered a petition specification representing more than half of the irrigation modules affected by droughts in that state.
“It was agreed that this specification will be reviewed and subsequently set up a technical working table with the aim of reviewing the hydraulic infrastructure necessary for irrigation districts and their conurbated areas, as well as to meet regional investment and protection needs, ensuring at all times the supply of water for human consumption,” segob reported in a statement.
Javier Corral noted that the Ministry of the Government has been absent throughout the conflict “and in recent weeks it has already appeared”. With regard to this accusation, the Segob recalled that on 3 December 2019 a working table convened by the Secretary of the Governorate attended by the governor himself and other officials was held.
Corral said that both the state government and producers were best able to enter into any formal negotiation or work table.
“Chihuahua producers cannot be seated at any negotiating table as criminals, nor can the state government accused of inspirant or conspirator (…) We want a serious, transparent, formal negotiation based on respectful and dignified dialogue, but they do not want to make any formal proposals,” he said.
At the meeting on 13 October were the directors general of the National Water Commission (Conagua), Blanca Jiménez Cisneros; and for North America of the Secretariat of Foreign Affairs, Roberto Velasco Alvarez, as well as the first vice-president of the Board of Directors of the Congress of the state of Chihuahua, Omar Bazán Flores, among others.
