The Government of the Nation created the “Programme on the Use of Force and Use of Firearms” to review in which cases and how Security Forces troops should use their regulatory weaponry. The measure took place from Sabina Frederic’s Ministry of Security and was published in the Official Gazette minutes after a shocking shooting a lot of a line 100 collective in the Porteño neighborhood of Barracas, in which a Federal Police uniform and a passenger at the hands of two criminals died. Through Resolution 377/2020, the national civil service staff instructed the Security Forces to “adjust their internal procedures to general patterns of action in the face of acts of use of firearms involving the personnel in their care”.
The programme sets out its objective of “reducing the lethal and harmful consequences of the use of firearms by Police and Security Forces personnel, and protecting the psychophysical integrity of the personnel involved, through strengthening vocational training, overseeing doctrine and ensuring adequate health and equipment conditions”. The text highlights the need to comply with the “Basic Principles on the Use of Force and Firearms by Law Enforcement Officers”, adopted by the UN, giving “special attention to issues of police ethics and human rights, especially in the investigation process, to the means that can replace the use of force and firearms”. The stabbing of Federal Police troops Juan Pablo Roldán in the Buenos Aires neighborhood of Palermo in September had discussed the protocols of action of the Security Forces in the face of threats in the middle of public roads. With less than two weeks in office and from what was published in Resolution 1231/19 of the Official Gazette, the Minister of Security of the Nation, Sabina Frederic, repealed several of the initiatives that her predecessor, Patricia Bullrich, had presented, essentially, on the last year of her management. From the “General Regulations for the Use of Firearms by Members of the Federal Security Forces” to the “Voluntary Civic Service in Securities”, who was a civil service in the Ministry of Defence during the management of Nilda Garré, she continues to make clear the differences in the portfolio preceded by Patricia Bullrich.
