translated from Spanish: Cut puts elections at risk and citizen consultation, INE claims

The National Electoral Institute (INE) criticized the draft Egress Budget for 2021, Morena’s MPs seek to cut just over 2.369 million pesos, as it jeopardizes the operation of the institute and the conduct of the 2021 elections.
According to the INE, the cut will directly impact the Institutional Portfolio of Projects; 870 million would have to be cut into the electoral process and the consultation on political actors mandated by the Supreme Court could not be conducted. There will also be an impact on health measures for pandemic containment.
“In the face of evidence, it can be said that the proposed cut jeopardizes the fulfilment of the INE’s constitutional duty, as it is not possible to ensure the development of the electoral process under security conditions, both for the staff of the Institute and for the citizens of polling stations and voters. Similarly, despite the Institute’s efforts to reduce the costs of the People’s Consultation, the legislature does not provide for any recourse to this exercise of citizen participation,” says the INE.

According to the Draft Egress Budget of the Federation 2021 (PPEF 2021), the INE requested 29,189 million pesos, of which 7,226 million pesos will be for the financing of national political parties.
As for the operation of the Institute as well as for the organization of the Federal Electoral Process 2020-2021 and the People’s Consultation commanded by the SCJN, the INE requires 21,963 million 190,627 pesos.
The consultation would cost 1.499 million 392,669 pesos.
The proposed Opinion of Members subtracts 2,369 million 392,669, equivalent to 10.8% of the Institute’s budget
The NSO notes that the decrease in the budget is not proportional as it affects resources for the operation of the institute but not Public Financing to PPN “as its calculation is set out in Magna Carta so that the allocation amount is untouchable. Similarly, the ordinary operation of the Institute must be guaranteed as they involve labor and contractual commitments that cannot be unknown.”
