The hearing may be extended for several days because it includes various phases. First the judge will examine whether there are no legal impediments to moving towards the intermediate phase. It will be here that both sides officially that there was no possibility of reaching an alternate exit to the process.
The oral description of the facts described in the indictment that has been sent in writing by the FGR since last year will be proceeded. That is, the alleged omissions committed by Rosario Robles that resulted in the repetition of the public resource diversion scheme in Sedesol and Sedatu, both units headed by her. 
It is the mechanism of The Master Scam in which 11 government agencies such as Pemex, Banobras, Secretariat of Economy, Education, Sagarpa, INEA, among others, made agreements with eight public universities to make services, but these outsourced companies that turned out to be ghosts and, therefore, the money disappeared. 
Although there were more than a hundred officials involved between government units and universities, the only former secretary of state facing legal proceedings in this case is Rosario Robles, and even the Prosecutor’s Office is not investigating the route of money diverted to find the final beneficiaries of this scheme, but only administrative omissions allegedly committed by Robles.

By venting this point in the process, prosecutors and the defense will seek so-called “evidentiary agreements”, i.e. agree on facts that will not be a source of controversy at trial. An example is the agreements that Sedesol and Sedatu signed that were offered as evidence by the FGR, and whose existence will be accepted by the defense.
Then the debate on the rest of the evidence will follow; here the parties will have the opportunity to disqualify or request that some are not admitted or deleted. It will be the judge who defines which evidence is left and which are discarded, and with it the case will be ready to move on to the trial phase.
It should be noted that the defense of the former federal staff member has a suspension granted by another judge so that at least for now, a date to go to that trial is not fixed. This until a amparo petition promoted by Robles is resolved in which he argues that the charges against him are no longer appropriate.
