Opposition senators criticized the initiative. José Erandi Bermúdez of National Action questioned that the so-called open parliament did not give experts the opportunity to speak or consider their energy studies.
Gina Andrea Cruz, also of the PAN, said that this government action damages the confidence of national and international investors in various sectors.
For his part, Marco Trejo, of the PRD, said that the ideology underpinning reform is historically shared by his party, however they do not share that consumers are not allowed to obtain the benefits of the hydrocarbons market and its derivatives, nor that the certainties that have been involved in the investment of the sector are denied certainty.

Senator José Narro Céspedes de Morena argued that Pemex needs to be “in a situation coupled with other companies”, without being intended to become a monopoly. He said it seeks only to strengthen the state enterprise and the country’s economy and development.
