Colunga together with World Vision Chile, America Solidarity, Ideas for Children and Foundation for Trust, Childhood First, Fundación Santa Ana, Education 2020 and the Ibero-American Center for the Rights of the Child (CIDENI), among others, launched an initiative that invites constituents from all over the country to acquire a commitment so that children and adolescents are explicitly named in the new Constitution and thus recognized as subjects of law, as established by the Convention on the Rights of the Child (CDN), to which Chile has subscribed 30 years ago.
Five are the points that make up the Commitment for Children to which Fundación Colunga is inviting the constituents to join and own, who will be responsible for drafting the new Magna Carta and, therefore, it was urgent to mobilize such an initiative, because currently girls, boys and adolescents are not consigned as subjects of law.
For the executive director of Fundación Colunga, Arturo Celedón, the importance of this commitment is in the historical possibility of repaying a debt to children, by explicitly integrating it into the new Constitution. “It is important that elected persons have among their priorities to include children explicitly in the Constitution, because it will mainly influence the lives of the new generations. It is these children and adolescents – who will not be able to vote in this election – who will live under this new social contract,” she says.
Likewise, the NGO has invited various civil society organizations, working in children to be part of this initiative, with the conviction that the collaborative work and momentum that can be gained from these organizations is invaluable in mobilizing proposals that go to the direct benefit of children.
The points to which she is invited to adhere are: that the rights of children and adolescents are expressly mentioned in the new Magna Carta – they are not today- to have explicit recognition as subjects of law, as determined by the CON, to ensure effective participation, so that they can have a voice in decisions impacting their lives, to establish formal mechanisms (guarantees) to comply with these fundamental rights and to strengthen and ensure a social protection floor, where universal access to health, housing and education for children and adolescents is ensured, in addition to their families/carers.
