According to the INE, of the 36 press conferences analyzed, at least in 29 of them and for a total of 469 minutes, the representative made demonstrations that could be classified as government propaganda or information that could influence electoral preferences.

“More than 80% of the conferences analyzed warned that this public servant apparently did not adjust its conduct to the limits and parameters provided for in articles 41 and 134 of the Constitution, as well as to the criteria expressly established by the Superior Chamber of the Electoral Court concerning such acts.”

The National Action Party (PAN) filed two complaints against López Obrador for the expressions that the server published during its morning conferences from April 5 to May 18, as well as on May 20 and 26.
The PAN considered that government propaganda was disseminated and political-electoral demonstrations were held within the campaign period, “the principles of impartiality, fairness and neutrality, which must prevail in the contest”, were “violated by this.”
It also denounced the non-compliance with the pattern of the channels transmitted by the Public Broadcasting System of the Mexican State, Channel 11, Channel 14 and Channel 22, since, during the transmission of the morning conferences, the promotional pattern ordered by the INE would not have been disseminated.
It therefore requested as a precautionary measure the suspension of morning conferences and their dissemination on social networks and official internet sites until 6 June.
However, the INE considered it inappropriate to order the Federal Executive to suspend the dissemination of morning press conferences since such exercise, in itself, does not contravise any rule or legal provision, also declaring it inappropriate to order that such conferences be no longer disseminated through official websites.
Since April, the INE has ordered the president to “adjust his conduct” and not to talk about electoral issues during his morning conferences.
