Other groups asked that it not be approved, arguing that the bill of Deputy Monica Robles, from Morena, was unconstitutional.

During the discussion, Deputy Monica Robles pointed out that the reform of the Penal Code is not unconstitutional, referring to the alleged violation of Article 4 of the State Constitution, which protects life from conception to natural death.
He stressed that the Supreme Court of Justice of the Nation (SCJN), at various times, has declared constitutional that it is possible to protect the life and right of women to a sexual, emotional and physical life.
She said that, although abortion is a crime in the Criminal Code in Veracruz, women continue to practice it for many reasons and circumstances, so they should not be criminalized but protected.
“In Veracruz, a woman who for various personal reasons cannot or does not want to continue with a pregnancy is punished and criminalized, even if it is said that she is not, because although it is true that the sanction is not custodial, she is subject to a judicial process and is treated as a criminal and stigmatized,” she said.

Meanwhile, PAN deputies Monserrat Ortega Ruiz, Enrique Cambranis, and Omar Guillermo Miranda Romero spoke out against decriminalization.
Ortega Ruiz pointed out that the state must guarantee the life of the human being from the moment of conception until natural death and that National Action is not in favor of criminalizing women.
“The position of the National Action party has as a central principle of its doctrine respect for the dignity of the human person from the moment of its conception because the right to life is a pre-eminent right,” he said.

On June 30, the Hidalgo Congress approved the initiative to reform the state Penal Code and the Health Law, and allow the Legal Interruption of Pregnancy (ILE) at 12 weeks of gestation.
