From time to time he appears or is asserted in certain digital media or in RRSS campaigns interested in insulting or slandering Mrs. Yasna Provoste Campillay with the fallacy that the constitutional accusation against her in 2008 was due to “losing $600 million.”
It is absurd to disprove an obvious falsehood, because it is simply not credible. However, in the face of stubbornness in spreading this lie, the atmosphere of a democratic presidential election is contaminated, generating images or myths that must be distorted with the truth of the facts.
The Constitutional Accusation signed by 10 deputies of the UDI and RN had its origin in the leak of a regular audit carried out by the Comptroller’s Office, whose process had not been completed. This is clear from the text of the Indictment: “Based on an evaluation carried out by the Office of the Comptroller General of the Republic, within the framework of the annual control plan, carried out during 2005 and whose report was sent to the Ministry in February 2006, the agency determined that a series of measures should be adopted. , aimed at correcting the non-compliance with the regulations of the accounting procedures established by the comptroller body and also, the reconciliations of the current accounts of the Regional Ministerial Secretariat of the Metropolitan Region will be carried out. These measures arise as a result of the existence of expired cheques, documents with deficiencies in their issuance and because it was determined that the bank reconciliations were not up to date and there was no complete certainty of the destination of the expenses of the subsidy account” (page 13, second paragraph, of the text of the Accusation published by the BCN).
The deputies also said that despite what was reported to the Comptroller’s Office up to the time of the indictment, “not all the accounts have been clarified, nor has the bank reconciliation for 2004 and 2005 been achieved.” And they added, the same accusers that: “what has been clarified are only the banking movements of the year 2006 and 2007 and, for two weeks, what corresponds to November and December 2005” (page 16, final paragraph fourth, of the text published by the BCN).
Thus, from the very account of the accusation presented, it is clear that Minister Provoste was never charged with “any loss of fiscal money”, but only pointed out that a process of reconciliation of the current accounts of the Seremi Metropolitana de Educación of the years 2004 and 2005 had not been completed. , that is, for a period well before the date she took up the post of Minister of Education.
It should be added that, in short, this process of reconciliation of current accounts was clarified by the Ministry to the Comptroller’s Office as it consists of various offices. Among them, the ‘Follow-up Office’ No. 44548 of 24 September 2008, in which the Comptroller of the time stated – on the basis of what was reported in letter No. 7,109 of 2008, issued by the Seremi Metropolitana de Educación – that “the bank reconciliations for each of the months of the aforementioned period 2004 to 2006 had been sent. , of the current accounts in question, as well as the excel spreadsheets of balances and movements of the bank reconciliation system designed for that purpose”.
In conclusion, in order to make the truth established and in order to replicate the insulting lie that circulates, it is my professional duty to make it clear, as I told the IACHR at the time, that, in accordance with all the records examined, while Yasna Provoste Campillay served as Minister of Education. :
Not a single weight was lost for which some responsibility can be attributed to it, as has been done to install;
There was never any judicial or administrative complaint against him, and
The constitutional accusation was an odious political conspiracy. This is clear from what was said, among others, by the following representatives of the Chilean right who always had and continues to be afraid of the leadership of the current President of the Senate.
The following two backgrounds are sufficient to reveal the political manoeuvre concocted and, likewise, the absolute innocence of the then Minister Provoste:
Marcela Cubillos Sigall (UDI), deputy accuser of Minister Yasna Provoste, and Andrés Allamand Zavala (RN), senator who in that capacity acted as a jury and declared her “guilty”, dedicate – with the greatest of brazes – a complete title of the book “The Star and the Rainbow” – of which they are co-authors (Editorial Aguilar, edition 2010, page 137) – to describgo that “THE MAIN OPPOSITION MILESTONE” aimed at achieving “the eviction” of the governments of the Coalition was “THE ACCUSATION TO THE MINISTER PROVOSTE”. This fact is a clear recognition that his dismissal and disqualification for 5 years was part of a “political conspiracy of the right” that, as in any illegitimate act of such a nature, results matter more than people. and
The explicit recognition of “the unjust constitutional accusation against Yasna Provoste” formulated in his last allegation by the defense of Andrés Chadwick Piñera, when he was constitutionally accused in 2019, thus contradicting his vote as Senator to remove her from her position as Minister, on April 16, 2008.
Let us hope that these clarifications, which reveal the dirtyest side of “non-politics,” will serve to ensure that the presidential and congressional campaigns that are coming up next November are taken on with the transparency and cleanliness that good politics demands. That is one of the ideas of dignity and justice that the people have long demanded and expected from those who seek genuine public service and not the satisfaction of a personal interest or that of their group.
