translated from Spanish: Aid for the payment of salaries: the Repro II extends to August, with modifications

The Ministry of Labour extended the Repro II Programme to assist companies with salary payments for August. On this occasion, some changes were implemented in the conditions for accessing the subsidy. Resolution 486/2021, published today in the Official Gazette, establishes that these workers must comply with the set of economic, financial and labor indicators, set for the selection criterion, which until now were compared year-on-year and happen to be made against 2019.

The indicators are: the percentage change in turnover, VAT purchases, electricity and gas consumption, the relationship between total labour cost and turnover, and imports, indebtedness (total liability / net worth) and current liquidity (current assets / current liabilities). For all indicators, except those of debt and current liquidity, the reference period for the percentage change is the last two months prior to the month in which the Program provides assistance and the same months of 2019.On the other hand, the resolution exempts critical sectors, for the month corresponding to wages earned in August, from the presentation of the required balance sheet. In addition, it points out that, to access the benefit of $ 22,000, the worker or the self-employed worker must present a reduction of the billing greater than 20% in real terms, for the period between July 2019 and the same month of 2021, when until now April of both years was taken for comparison.

The Resolution explains: “That by virtue of the aforementioned prevention measures in force in the context of the COVID-19 Pandemic, and the consequent development and implementation of the “REPRO II Program” and the “Emergency Assistance Program for Independent Workers in Critical Sectors” to address the economic and social situation resulting from that pandemic, it is pertinent to make modifications to the REPRO Program as well as to extend to August 2021 the Emergency Assistance Program for Independent Workers in critical sectors.”
