Meet the project parallel to the fifth withdrawal of the AFP presented by the Government Who can benefit?

The government headed by President Gabriel Boric has expressed its opposition to the project of the fifth withdrawal of the AFP since it was a candidate for the first magistracy. Given the possible progress of this measure that rescues money from pension funds, which has generated division in the same ruling party, the Government presented an alternative measure to alleviate the economic crisis driven by covid-19.
The Minister of the Segpres, Giorgio Jackson and the Minister of Finance, Mario Marcel, met with different congressional benches to present this alternative project that tries to avoid the fifth withdrawal of the AFP, which was entered for immediate discussion.
Within the initiative, there is flexibility to access Unemployment Insurance, as well as the withdrawal of 10% of AFPs with a minimum of 35 UF ($ 1,114,229) and a maximum of 150 UF ($ 4,775,269), but only on exceptional occasions.
Who can access this retreat?

Maintenance debtors. The creditor can also make the collection, as in the previous withdrawals.
Debtors of health institutions.
Those who intend to access subsidies for the acquisition of the first home.
Mortgage debtors.
Debtors of basic services not covered by subsidies.
Financial debtors, to banking and non-banking entities.
