The proof of fiscal situation was never requested, it was the companies: SAT

The Tax Administration Service (SAT) never asked for proof of fiscal situation, it was the employers, said Raquel Buenrostro, head of the supervisory body.

After the claims of long lines at the headquarters of the SAT and saturation in the web systems to achieve the constancy, President Andrés Manuel López Obrador declared a few weeks ago that “if it only complicates things for taxpayers, let it be removed.”

This morning, during the morning conference, Raquel Buenrostro said that because there is no culture for applications and doing the digital procedure, because the procedure was left until the last moment and because employers conditioned the payment, it was decided that the requirement would enter into force until January 1, 2023.

However, he stressed, it will also be assessed if it really has an important impact on the containment of the creation of billing companies and shell companies, “what we can do is give an extension or value it and remove it.”
Buenrostro explained that as of this year a modification was made to the fiscal miscellaneous, which established that in addition to the RFC, it was necessary to verify the name, business name and postal code, a requirement that would take effect on July 1.
According to the head of the SAT, as of January 1, 2023, it will be the taxpayer’s obligation to include their zip code and name, whether worker or pensioner, each time they issue an invoice.
He explained that it was a preventive measure for billing companies, since many of them issue payrolls to young people or older adults and take advantage to generate false payrolls.
Taxpayers – as the SAT calls them – have to get their proof because companies – and not the SAT – need to know what is the zip code with which the person is registered. This is necessary by changing the SAT software system.
