INE asks legislators to stop electoral reform and analyze its impacts

The National Electoral Institute (INE) asked the members of the Senate to stop the reform in electoral material under the argument that “it is a regressive initiative.”
At a press conference, INE counselors called for “protecting the electoral processes in the country since they are currently experiencing crucial moments in democracy.”
Lorenzo Córdova, counselor president of the INE, said that if the electoral reform is approved, “it could profoundly disrupt the electoral system that today guarantees free elections and the renewal of public powers in conditions of legality.”

“The INE was never consulted about the contents of this reform, it was not asked for information or diagnoses about the proposed changes,” he said.
The Institute’s advisors mentioned that there are at least six deficiencies that are noted in the electoral reform.

Deficiencies in electoral reform according to the INE
In the first place, it was mentioned that “any electoral reform must be based on the broadest possible consensus among political actors and guarantee its legitimacy based on adherence to the Constitution and the laws that govern legislative procedures, a situation that does not occur with the current initiative.”
As a second point is that “the disappearance of the 300 district executive boards would put at risk not only the preparation of the electoral roll, the installation of polling stations and the counting of votes but also the control of parties and electoral campaigns as well as the fulfillment of obligations aimed at combating political violence against women based on gender.”
The third point would be that “eliminating the permanent structure in the subdelegation of the INE and reducing the professional electoral service, will eliminate 84.6% of the workforce. This measure puts at risk the electoral processes and attention of the modules where the credential is processed. ”

“Fourth. The reform eliminates the general executive meeting that would be replaced by a commission composed of five directors and directors distorting their management function and applying them in ordinary administrative tasks such as the management of resources that are alien to their management work, “said Lorenzo Córdova.
Fifthly, it was said that “to strip workers of the professional electoral service of their jobs when they have not committed any fault is to violate their labor rights.”
Finally, it was stressed that the reform “raises the compaction of calendars and the alteration of procedures such as the selection of the officials of the polling station board of directors who receive and count the votes of their neighbors, leads to the affectation to basic procedural that have allowed free and authentic actions. ”
“From the INE we reiterate our position to collaborate so that an eventual reform serves to improve the electoral system we have,” said the counselors.
The counselors pointed out that “the Institute will resort to all instances and all legal channels that the Constitution provides to safeguard the autonomy and professionalism of the INE to continue guaranteeing free and authentic elections.”
