Indigenous Communities Sign Mutual Assistance Agreement on Security – MonitorExpresso.com

Michoacán.- Through a statement, the Supreme Indigenous Council of Michoacán reported that “in the context of violence and insecurity that the native communities are experiencing, traditional authorities of 30 communities, signed and sealed an agreement of unity, mutual aid, social mobilization and collaboration in matters of security”Meeting in the Purépecha town of Santa Fe de la Laguna, communities convened by the Supreme Indigenous Council of Michoacán #CSIM, in accordance with their collective rights embodied in international treaties, as well as in the Mexican Constitution itself, indigenous authorities agreed on 10 points of autonomous community cooperation. The first is to maintain unity as the basis and principle of everything, helping to resolve the internal problems of the communities that request it. Second, they agree on a joint plan of action in the event that any part community is attacked by “paramilitary groups”, consisting of informing the general assemblies of each community, jointly holding local and regional demonstrations, and informing the media. Thirdly, if any traditional authority is a victim of disappearance, they commit to carry out mobilizations until they are released and/or presented to life. In a fourth moment, the communal patrols agree to provide security in the traditional festivals of the communities that request it. In the fifth commitment, the signatory communities agree to exchange experiences, opinions, training and support for the better development and functioning of the communal security and justice system. In the sixth point, they demand that the Federal and State Government, in agreement with the native communities, establish the figures of Ronda del Bosque or Guardians of the Forests and the Ronda de los Lagos or Guardians of the Lakes, this in order to help defend the irrational logging of forests and the theft of water from lakes and rivers. In agreement number 7, they demand that the Mexican State comply with the commitment to establish an Inter-Institutional Operations Base in Santa Fe de la Laguna, a commitment that was minuted and unfulfilled by the Government of Michoacán.In the eighth agreement, they demand that the State Government comply with the collaboration agreement signed with 17 Communal Patrols and sign it with 23 communities with self-government that are still missing. so that they are equipped with weapons and detachments in the communities that are governed by uses and customs. In view of the omission of the municipal, state and federal governments to attend to the needs and/or requests of the communities in terms of security, in the penultimate point, they demand a working table with the Governor of the State and the Federal Government. otherwise they warn that they will mobilize in their respective communities and territories, finally, the CSIM reports that in the coming days more communities will be integrated into the mutual aid agreement. COLLABORATION AGREEMENT OF THE COMMUNITIES OF THE SUPREME INDIGENOUS COUNCIL OF MICHOACÁN IN MATTERS OF SECURITY AND MUTUAL ASSISTANCEIn ordinary session of the Supreme Indigenous Council of Michoacán #CSIM established in the community of Santa Fe de la Laguna, on June 22, 2024, at 11:00 a.m., we submit by common agreement to sign the following Agreement of Collaboration of the Communities of the Supreme Indigenous Council in Matters of Security and Mutual Aid, under the following clauses:1.- To contribute immediately to the resolution of the internal problems of the communities that request it, implementing for this purpose, various actions inherent to solving their problems. Unity as the basis and principle of everything.2.- In the event that any community is attacked by paramilitary groups, the general assemblies of each community will be informed, local and regional demonstrations will be held jointly and the media will be informed.3.- If any civil or traditional authority or any member of a community is part of it, is detained or a victim of forced disappearance or disappearance committed by private individuals, undertake to carry out mobilizations until they achieve their release and/or presentation of their lives.4.- The Communal Patrols, legally constituted or de facto, at the request of a party, undertake to provide security in the traditional festivals of the communities that request it.5.- The signatory communities, undertake to exchange experiences, opinions, training and support for the better development and functioning of the communal security and justice system.6.- It is required that the Federal and State Government in agreement with the native communities establish the figures of Ronda del Bosque or Guardians of the Forests and the Ronda de los Lagos or Guardians of the Lakes.7.- It is demanded that the Mexican State comply with the commitment to establish an Inter-Institutional Operations Base in Sante Fe de la Laguna, a commitment made with the Government of Michoacán.8.- It is required that the State Government comply with the collaboration agreement with the Communal Patrols and the firm with the communities with self-government that are still lacking, so that it sends the detachments and weapons to the communities that are governed by uses and customs.9.- In view of the omission of the municipal, state and federal governments to attend to the needs and/or requests of the member communities in matters of security, we demand a working table with the Governor of the State and with the Federal Government.10.- We call on the Mexican State to attend and resolve the problems of the native communities, otherwise we will mobilize in our respective communities and territories.
