the Comptroller Jorge Bermúdez referred Thursday to l the army procurement system, which he described as “contradictory” and “insufficient”, after participating in the Commission of inquiry by irregular acts at the institution.
After exposing to the members, the lawyer said that the norm is “ancient, contradictory, insufficient and is the breeding ground for corruption phenomena”.
The controller added that “the general rule of public procurement has more than 15 years old, it is very outdated by reality”.
In this respect also spoke about the President of the Commission, Deputy Jorge Brito (RD), who argued that “the controller has delivered enough records that confirm that the irregularities within the army are not an isolated case”.
