translated from Spanish: 20 AMLO shares are illegal or lawful: study

The “Legality Against Strings” study, presented today by Mexican organizations against Corruption, Citizen Cause and Nexus, identified 20 actions driven by the federal government that they believe are illegal, seven of dubious legality and four “laws to mode.”
María Amparo Casar, of Mexicans Against Corruption, as well as José Antonio Polo Oteyza and María Elena Morera, both of Causa en Común, stated that the study covers from December 2018 to May 2019 and identifies the actions of government that have had consequences negative for the population.
Casar opined that one of the most used phrases by President Andrés Manuel López Obrador has been “outside the law nothing, above the law nobody”, but in fact a lot of acts of the new government have been the reason for questioning not only , but litigation by citizens, local governments, public officials, autonomous bodies and civil society organizations.
The study identifies as illegal actions the Law on Remuneration of Public Servants, the memorandum to render ineffective the educational reform, the cancellation of the New Airport of Mexico City and the beginning of St. Lucia, the omission in the unemployment or blocking of railways in Michoacán and the closure of community canteens.
In addition, the early recruitment of personnel for the National Guard, the cancellation of resources for children’s stays, the direct award without justification in the purchase of Pemex pipes, the start of the Maya Train without prior legal requirements, the consultation for the thermoelectric plant in Huexca, Morelos, the militarization of public safety functions, among others.
The document also includes as actions of dubious legality the appointment of so-called “super delegates”, the direct award of the cost-benefit study of the Maya Tren, the Dos Bocas refinery without tender or environmental permits, the reduction of resources to combat HIV AIDS and cancer, social programs without rules of operation.
Meanwhile, i list as “laws by way” the so-called “Taibo Law”, so that Paco Ignacio Taibo II could assume the direction of the Fund for Economic Culture (EFC); the transformation of the National Council for the Development and Inclusion of Persons with Disabilities (Conadis) in a direction attached to the Ministry of Welfare.
Also the change to the Internal Regulations of the Ministry of the Interior (Segob), so that religious associations and churches can participate in projects to rebuild the social fabric; and the regulations of the Tax Administration Service (SAT).
Polo Oteyza indicated that the study will be published on Nexos, and clarified that it was not done to make money, because “in any case we are earning a joke”.
In his view, the government invents problems to cover up the reality of economics, for example, with a recession in economic matters and a serious issue of insecurity.
Meanwhile, María Elena Morera criticized the fact that civil society organizations are put aside, when “we were not born yesterday” and we have the right to participate and have a say on various topics.
