Members of the “No al huachicol de medicinas” initiative reported that they were verbally threatened by Patricio Guerra, director of the General Hospital Dr. Darío Fernández of the ISSSTE in Mexico City. The threat was to warn them that if they did not withdraw they would call in law enforcement personnel. 
The team was outside the hospital pharmacy on the street, inviting the rightholders to report if there is a deserving of medication they need.  
Those affected are three people who participate in the initiative: the coordinator of the group, Luis Adrián Quiroz, also coordinator of the organization “Right holder us living with HIV of IMSS”- a 20-year-old woman and a 40-year-old man.

Marco Antonio Aguirre, chief information officer of ISSSTE, told Animal Político that the members of the initiative entered the facility with banners and were handing out flyers, which is forbidden.
However, the volunteers noted that they arrived at 9:00 am to the hospital, after noon staff who identified as administrative approached to offer them access to the facility and chat on the subject, but “we said no, that we were just going to do visible the problem, that at another time we could have a meeting to talk about it.” 
Quiroz mentions that 15 minutes later, the director of ISSSTE and two private security police officers approached to tell them that they had to leave the place because they were bothering the rightholders and that if they did not, they would call the public force.

He also explained that during the director’s approach, some rightholders approached to claim ill-treatment by staff and waiting for hours to receive their medication. 
When the initiative’s promoters arrived, they found 30 people who complained about having been trained at the pharmacy for more than an hour to receive their medicine. In total, there were six complaints that were reported for problems in the supply of medicines.
