According to the Plaza de Armas portal, the official noted that among homosexuals there is a greater risk of contagion, than among “the general population”. 
The clerk explained that “the term (homosexual) indicates that he has probably had sex. And that implies a slightly higher risk factor.”

“If I tell you you know what, this blood is from a patient who donated and is gay, would you wear it? Who says yes?” the clerk tells the reporters who interviewed him on Thursday.
The official said the pre-donation test may come back negative because it is in a “window period” and donates blood, but after a few months it can be positive.
