The General Council of the National Electoral Institute (INE) extended the period of the presidencies of the standing committees until 3 April 2020. 
By means of an agreement, it modified the integration of the Federal Register of Voters, Control, Prerogatives and Political Parties Committee, as well as the Radio and Television Committee, a situation that was rejected by election counselors Pamela San Martín and Dania Ravel.

Even St. Martin compared the situation to the extension of the term in Baja California, the so-called “Bonilla Law”, alluding to the governor-elect of Baja California, Jaime Bonilla, who aspires to stay in office for five years.
“What are we doing today, changing the rules because someone is convenient for someone? I wonder what authority can this Institute lead to others when the highest management body itself is not able to comply with a law that was previously given to it?” stressed St. Martin.

The position was supported by Councillor Dania Ravel, who stated that the argument to approve the extension of presidencies in the standing committees refers to a “capricious motivation”, in addition to a violation “serious and really blatant to what it says the law.”

Despite the two votes against, the majority of the directors agreed that the measure will allow the new members of the General Council to make a new setup and chair an annual commission, after the renewal of four Members.
“I believe that we do owe allegiance to the Institute, the Council, and the majority in its determination; call ‘Law Bonilla’ a consensus decision of electoral directors does get too much for me,” opined election counselor Enrique Andrade.
