After two rounds in which they did not achieve a qualified majority, the Senate will vote until November 5 to elect the holder of the National Human Rights Commission (CNDH).
The senators voted twice for a card (with a ballot and in secret) for the three contenders to chair the agency responsible for defending human rights: La terna is composed of José de Jesús Orozco, Arturo Peimbert and Rosario Piedra Ibarra.
On the first ballot, Orozco received 44 votes; Peimbert 11: Stone Ibarra 59 and there were five abstentions.

In the second round, the trend changed, Orozco got three votes; Peimbert 48 and Piedra Ibarra 67. 
A total of 119 senators voted. To achieve a qualified majority, 79 votes were required.
If the third vote does not achieve a qualified majority, the relevant committee or committees shall submit a new tender, as many times as necessary to reach the required vote, in accordance with article 10B of the Law of the National Commission on human rights.

The Senate must make the appointment no later than ten working days before the end of the outgoing President’s term. 
The next Commission holder will be elected for the period from 16 November 2019 to 15 November 2024.
