translated from Spanish: IMSS defends Bartlett’s fan purchase and rejects overprice

The holder of the IMSS delegation in Hidalgo, Claudia Díaz, said that the purchase of fans from the company of Manuel Bartlett’s son, director of the Federal Electricity Commission, adjusted to the requirements of the tender and rejected that there was overprice.
At a press conference, Diaz said the purchase was in line with the bidding requirements in terms of delivery time, disposal and price, and that it is the market that determines the costs.
“The Mexican Social Security Institute does not work with people, but with social reasons or companies in the award of purchase of fans for patients with COVID-19,” he said.
The company Cyber Robotics Solutions, owned by León Manuel Bartlett Alvarez, signed a contract with the IMSS delegation in Hidalgo for the sale of 20 respiratory fans for 31 million pesos.

The unit cost of each fan was one million 550 thousand pesos, the highest price since the health emergency was declared by COVID-19, according to a review of public contracts by Mexicans against Corruption and Impunity (MCCI).
“Because it is a national emergency, where the lives of patients are important, this local purchasing procedure was done to companies that offered immediate delivery,” he said.
The quote also took into account compliance with the parts availability characteristics and technical characteristics of a pediatric adult fan, he maintained.

“The rest of the quotes offered fans, but with different characteristics than we were looking for,” he said.
According to the official, the purchase was monitored by the Internal Control Body.
“It’s not about a situation of saving or economy, but about saving lives, that’s the most important mission that IMSS has right now,” he said.
