David Pérez-Esparza, one of the highest-ranking officials of the National Public Security System and responsible for handling the country’s crime incidence figures, yesterday submitted his resignation to the post in a letter addressed to President Andrés Manuel López Obrador and the Secretary of Security, Alfonso Durazo.
The reason for the resignation, as confirmed by Political Animal federal officials and Pérez-Esparza himself, obeys disagreements with decisions that have been made in recent weeks related to administrative, operational and budgetary issues that complicate achieving key security objectives.

But less than 24 hours later, in a message placed on his Twitter account, Pérez-Esparza changed his stance and said that “after intense reflection” there were areas of improvement in some units of the National Security System, but denied that he had submitted his resignation.
In fact, Pérez Esparza did submit his resignation to the position of head of the National Information Center (CNI) of the Executive Secretariat of the National Public Security System (SESNSP), only that it has not been accepted.
In the resignation letter, confirmed by a senior official who has a copy of it, Esparza explains that under the argument of strengthening “austerity” decisions have been made that do not involve rational management of resources, and that have generated an administrative disorganization that complicates the achievement of key objectives.
“However, my ethics prevent me from continuing to pretend. There are simply no minimum conditions, both within the Secretariat of Citizen Security and Protection (SSPC), and in the Executive Secretariat of the National Public Security System (SESNSP), to undertake the “National Model of Police and Civic Justice”, the local police reform – which could have been the most important in the history of Mexico-, and for which I was hired” , pointed out in the missive.
These objectives include the development of the so-called National Model of Police and Civic Justice, an ambitious programme that seeks structural change in police organizations to improve their economic, working and development conditions.
But how Political Animal documented in the report Crime and Violence: The War That Doesn’t End, so far no budget has been allocated to this model and has preferred to invest more and more money in the National Guard.
The budget cuts raised in the CNI include, according to officials consulted in the area, a 25 per cent salary cut and the resignation of the aguinaldo. “There is no money or hand soap,” said one of the public servants who works there.
In addition to differences in budget and administrative issues, Perez-Esparza also argues for his dissatisfaction with the position of senior public servants who have not recognized the systematic violence suffered by women in Mexico. 
It should be noted that in recent days President López Obrador himself has pointed out on several occasions that there is no increase in gender or family violence in the country.
In the missive, Pérez-Esparza would also have told the first representative that there is a neglect of technical evidence in decision-making in the Executive Secretariat of the National Public Security System.
From the CNI, among other things, Pérez-Esparza promoted a deep audit of the crime incidence figures presented by the states month by month. Political Animal published that the audit found serious deficiencies in the handling of information, including the intentional modification of records to conceal extortion cases
But the results of that audit have not been made public so far because of the refusal of the states themselves.
Pérez-Esparza was also responsible for key projects promoted by this six-year time, including the launch of the National Registry of Arrests;  the systematization of 911 emergency call data, which, among other things, allows for a monthly report on monthly calls related to violence against women today; the modernization of the Approved Police Report; the creation of the new database of extortion phone numbers, among others.
And it was currently developing a diagnosis to measure the impact of the Young Building the Future program on reducing theft in various modalities.
The CNI’s holder is an internationalist, with subspecialty in Prospectiva Estrategy, scholarship by, and graduated with honorable mention of Tecnológico de Monterrey. It also has four other graduate degrees. He is a Master of Security Sciences, specializing in Organized Crime, from The Jill Dando Institute of University College London (UCL).
Since his presidential appointment, Perez-Esparza has coordinated a team of more than 4,000 public officials deployed across the country, including the federation, states and municipalities.

Today, May 20, 2020, I have finally decided to submit my resignation immediately and irrevocably to the position of Holder of the National Information Center (CNI) of the Executive Secretariat of the National Public Security System (SESNSP).
I am very grateful for the trust placed in me since 1 January 2019. To be honest, this sixteen-month intense experience at the helm of the CNI has been the best I have ever experienced.
However, my ethics prevent me from continuing to pretend. There are simply no minimum conditions, both within the Secretariat of Citizen Security and Protection (SSPC), and in the Executive Secretariat of the National Public Security System (SESNSP), to undertake the “National Model of Police and Civic Justice”, the local police reform – which could have been the most important in the history of Mexico-, and for which I was hired.
The outrageous administrative disorder caused by occurrences that confuse austerity with irrationality, the denial of systemic violence experienced by women, and the obvious neglect of scientific and technical evidence, are three more reasons that, finally and against my will, provoked my sad decision today.
I wholeheartedly hope that, in the very short term future, the Government of Mexico will surround, listen and heed the honest suggestions of the technical tables committed in the field of security, as our country deserves.
Until then, I greet you and I thank you again infinitely for this great opportunity, which today I am sadly obliged to conclude.
