Morelia, Michoacán.- The morning of last Thursday, August 13, the young Julio Ch. of only 28 years lost his life when he received bullet impacts by an element of the morelia police, after he had a nervous breakdown as a result of mental disorder that he suffered and this generated a confusion of the site where his house was, located in the fraction Jardines del Toreo.

The events began when the West entered a house he thought was his, the owner heard noises and made a report to the authorities thinking he was a thief.
However, when he saw the boy, he discovered that he was his neighbor and aware of the disorder he suffers, he decided to help him return to his family, who had already reported that they had not found him since the morning and he thought it was his home he wanted to jump in a fence.
Julio was upset by the situation and the vigilantes who already knew him decided to help him, but when elements of the Morelia Police arrived, he began to get upset, to the degree that he started screaming and trying to flee, prompting a policeman to fire his gun to shoot him eight times.

“The surveillance elements of the fractionation were alerted to the young man’s location and moved to help, for he is known, they saw when the boy jumped the fence and noticed the fall, he began to get restless and between a neighbor and two vigilantes tried to reassure him by talking to him to help him get out of the car, It was when the police came and they started to scare the young man more…..the screams of the police disturbed him more and entered a crisis, when they opened the doors of the garage the boy ran out and the policeman shot him”, was the statement made by one of the neighbors of Jardines del Toreo to the State Commission on Human Rights.

During the shooting, the neighbors pleaded with the police to stop, as Julio had only a nervous breakdown caused by the situation and even his father tried to get in the way to prevent the bullets from coming to his back.
Within a few minutes, Julio died in the arms of his father and neighbors of all the fractionation criticized the policemen in their actions.
Julisa Suarez says elements acted in accordance with protocols
Just a few minutes after this news was made known, morelianos criticized the way the police elements acted, first for shooting a defenceless person on multiple occasions and then for not asking what was going on, since the neighbors who were at the site of the facts ensured that they asked to leave him alone.

Questioned about this fact, Julisa Suárez Bucio, commissioner for security in Morelia, assured that “the Morelia Police acted according to its protocols and analyzing the circumstances” in Jardines del Toreo.
He rejected the versions of witnesses and relatives, indirect victims, that the boy was shot eight times in the back, having injured the officer in the leg.

“It’s very important to have reliable sources, there are people who say things and have lived through the situation, regardless of whether they are family members or who they are,” he said, in addition to supporting the version that he was a thief and not a person in a psychotic crisis because of his psychosocial disability status.

He assured that morelia police received the call for help of an on-trial robbery and intervened as first responder, following protocols and frameworks for action and doing analysis and assessment of the circumstances; “The information they report to me is that there was an aggressive person and, obviously, the police have to act according to their faculty, to provide protection to the people who are there.”
Similarly, he said that an element that was involved in the event and was stable was wounded on the site.
He added that the fact is already under investigation by the State Attorney General’s Office (FGE) and they would be the ones who determine what happened and the possible culprit of the facts.
ECHR does not rule out extrajudicial execution
The relatives and neighbours of Julio went to the State Commission on Human Rights, where the MOR/594/2020 dossier file was opened, in which they gave their version of the facts.
After a review of the testimonies, the agency launched an investigation last Thursday and at noon this Friday they disclosed that they do not rule out the possible extrajudicial execution of the young man.
It is also stated that in this case, the excessive use of force is analysed, as well as the obligation to effectively investigate the facts by the authorities responsible for seeking justice.
This Commission considers goingresponsible for the municipal authorities to give a verdict, a priori, on the actions of public servants, without exhausting the investigation, to know whether or not the corresponding protocols were followed.
Similarly, the ECHR states that cases such as this “demonstrate the need to emphasize the continued training of public servants in the field of public security, since the New Criminal Justice System requires professional policemen who are clear to the use and application of protocols and formal respect for human rights”.
Raul Morón says no one was covered up
In the face of Julisa Suárez Bucio’s response to the events surrounding Julio’s death, several media outlets, including Monitor Expresso, questioned Raúl Morón Orozco, mayor of Morelia about his opinion of the fact and fixed that “no one will be registered” and are awaiting the results.

Questioned as to whether this means that the model of the municipal police does not work and whether it is necessary to fire the security commissioner, the building said that everything will depend on what the FGE says.
