President Andrés Manuel López Obrador will send the petition on Tuesday to consult and ask citizens if the former presidents who ruled between 1988 and 2018 should be prosecuted.
“I will make known the decision to submit a letter to the House of Senators for a consultation with the people of Mexico on the possible prosecution, after investigation and in the context of the legality, according to due process, of the former presidents of Mexico from 1988 to date. I mean, even President Peña Nieto. It’s President Carlos Salinas, Ernesto Zedillo, Vicente Fox, Felipe Calderón and Enrique Peña Nieto,” the representative said at his conference on Tuesday.

López Obrador said that although the citizens did manage to gather the signatures necessary to make the petition to the Senate, “anyway, because today the deadline expires, I considered it important to also present this letter to be more certain about the request for consultation with all citizens,” he added.
The representative read the document in which he argues that the former presidents committed corrupt acts during their terms of office, with full knowledge of them. 
The document also raises the question that would be asked of citizens – if the consultation is approved – and which the Supreme Court will have to consider to determine that the question is objective and that the petition is constitutional.
The question is: “You agree or not that the competent authorities, in accordance with the applicable laws and procedures, investigate and, where appropriate, sanction the prison commission of delitres by former Presidents Carlos Salinas, Ernesto Zedillo, Vicente Fox, Felipe Calderón and Enrique Peña Nieto, before, during and after their respective efforts.”
