President Andrés Manuel López Obrador violated the Constitution with his report “First 100 days of the third year of government” because it was undue personalized government propaganda, the Specialized Chamber of the Electoral Tribunal of the Judicial Power of the Federation (TEPJF) said on Monday.
The magistrates ruled that the head of the Executive Branch, the Coordination of Social Communication and Spokespersons, headed by Jesus Ramirez, and Cepropie, violated Articles 41 and 134 of the Constitution by making and transmitting the report on March 30, when they had already begun electoral campaigns in six states: Campeche, Colima, Guerrero, Nuevo Leon, San Luis Potosi, and Sonora.

The justices voted in favor of Judge Luis Espíndola Morales’ bill, which stated that the president’s purpose with his report was “to seek approval of his government work and other issues that were carried out during his administration.” 
The judge stressed that López Obrador “has a special duty of care in the exercise of his functions in the exercise of impartiality and neutrality.” However, this did not happen.
For this reason, it proposed to issue sanctions and non-repetition measures. Since the president cannot be administratively sanctioned, the justices decided to urge him to “adjust the content of the information he disseminates during the electoral period and until its conclusion to the constitutional exceptions of government propaganda.”

Jesus Ramirez, head of the Coordination of Social Communication of the Presidency, must download the report from his page and his official social networks, as well as those of the president, until the end of the election day of June 6.
Both Ramirez and cepropie director Erwin Sigrid Frederick Neumaier de Hoyos must prevent it from spreading propaganda of this type again.
