FGJCDMX arrests former Coordinator of Mancera for illicit enrichment

Julio Serna, former chief of staff of Miguel Ángel Mancera, was arrested on Saturday night by elements of the Investigative Police, for his probable participation in the crime of illicit enrichment.
The spokesman of the Attorney General’s Office of Mexico City (FGJCDMX), Ulises Lara, explained that he was apprehended in the streets of the Jardines del Pedregal neighborhood, in the Álvaro Obregón mayor’s office, and transferred to the North Men’s Preventive Prison.
In a message addressed to the media, he recalled that in 2019 Julio César Serna was disqualified for a period of 10 years to exercise public service, along with two other public servants, for incurring irregularities such as the sale and illegal assignment of warehouses in the Central de Abasto.

The former General Coordinator of the Cabinet in the Head of Government of Mexico City is also related to an investigation folder initiated for his probable participation in the commission of the crime of improper use of powers and powers committed by public servants, and another one, for his probable participation in the damage to the property of others, in Iztapalapa.

According to the FGJCDMX, the investigations made into the detainee’s patrimonial evolution, the assets he has and the expenses he made, do not correspond to the income he obtained at the time as salaries of the positions he held.
“Derived from the investigations carried out, five real estate and a parking space that are not contemplated in patrimonial declarations were located in the Public Registry of Property and Commerce of the Legal Department and Legal Services of Mexico City; three of them and the parking lot, located in the Álvaro Obregón mayor’s office, and the other two in the Benito Juárez mayor’s office. In addition, there is a record of a company name and 14 properties that are not included in the declarations of interests, “said Lara.
He indicated that it is possible that a part of the resources obtained by the former official have their origin in the Income Tax (ISR) contributed by workers of the public administration of the city.
Serna’s arrest was the result of data provided by Miguel Ángel Vázquez, who is under criminal proceedings for alleged diversion of resources, and who was released last September to adhere to a criterion of opportunity.
