Judge prosecutes Mancera’s former chief of staff

A control judge linked Julio Serna, former chief of staff of Miguel Ángel Mancera, to the trial for his probable participation in the crime of illicit enrichment.
The Prosecutor’s Office of Mexico City reported that in the continuation of the hearing to comply with the arrest warrant, the judge imposed the precautionary measures of justified preventive detention and immobilization of accounts, as well as a period of six months for the closure of the complementary investigation.
According to the authorities’ investigation, the former official (arrested on November 28) allegedly used his public positions (between 2008 and 2018) to increase his assets “unjustifiably and without verifying their legitimate origin.”

Julio César Serna, captured in the Jardines del Pedregal neighborhood, in the Álvaro Obregón mayor’s office, was disqualified in 2019 for a period of 10 years to exercise public service, along with two other public servants, for incurring irregularities such as the sale and illegal assignment of warehouses in the Abasto Power Plant.

The former General Coordinator of the Cabinet in the Head of Government of Mexico City is also related to an investigation folder initiated for his probable participation in the commission of the crime of improper use of powers and powers committed by public servants, and another one, for his probable participation in the damage to the property of others, in Iztapalapa.
“Derived from the investigations carried out, five real estate and a parking space that are not contemplated in patrimonial declarations were located in the Public Registry of Property and Commerce of the Legal Department and Legal Services of Mexico City; three of them and the parking lot, located in the Álvaro Obregón mayor’s office, and the other two in the Benito Juárez mayor’s office. In addition, there is a record of a company name and 14 properties that are not included in the declarations of interests, “said the agency after his arrest.
