CC Commission approves general rule proposed by a one-House Congress: the Senate is eliminated

During this day, the Political System Commission of the Constitutional Convention approved in general the proposal of legislative power promoted by Constituent Social Movements (MSC) together with Chile Digno, Pueblo Constituyente and the Frente Amplio, which establishes a Plurinational Congress of a single chamber.
The initiative that seeks to eliminate the Senate was approved by 13 votes in favor, 10 against and two abstentions.
It should be noted that this vote was in general, so it is due to proceed to build a systematized text with all the approved proposals. Then the constituents have the option to present indications and vote on them in particular. Later it goes to the Plenary, if it is ratified in that instance it will become part of the draft of the new Magna Carta.
What does the initiative establish?
The norm states: “The Plurinational Congress is the deliberative, parity and plurinational body that represents the gathered peoples and nations recognized by this Constitution and the laws. Congress is unicameral in character and exercises legislative and other powers mandated by the Constitution and laws.”
In addition, it specifies that “the Plurinational Congress will be equal, ensuring that at least fifty percent of its composition are women and that there is an effective representation of trans and non-binary identities.”
The idea is that this Congress will be 205 members elected every four years, it will also have reserved seats.
The conventional Alondra Carrillo, from MSC, stressed that “today we took the first step to put an end to the Senate, to an institution that has been expressive of a policy of an elitist and exclusive democracy. The peoples are opening the way by democratizing political institutions and opening the historical possibility that the structure of power is a more horizontal, parity and plurinational structure, where territorial and popular representation is the protagonist.”
“While it is the first step and now we have the approval in the plenary, this is a very good sign for the people and their demand to streamline the legislative processes. At the same time, for the concerns of the lack of representativeness of a Unicameral Congress, we believe that representativeness is addressed from territorial belonging and not from the number of representatives,” added the conventional Francisca Arauna of Pueblo Constituyente.
