Judge Norma Elizabeth Marín Ramírez of Mexico City acquitted Vincent “N”, accused of the femicide of Lucía Delgado, 35, murdered on March 4, 2021, in the Condesa neighborhood.
Given this, the National Citizen Observatory of Feminicide (OCNF), which together with other organizations legally advised the victim’s family, ruled against the ruling, since despite there being evidence against him, such as that his DNA was found at the scene of the crime, the man was acquitted.
“The Prosecutor’s Office for the Investigation of the Crime of Feminicide of the CDMX integrated a scientific investigation with a gender perspective, collecting conclusive evidence to accredit the crime of femicide, such as expert reports in forensic medicine, criminalistics, photography, social anthropology, testimonies, and irrefutable scientific evidence, such as telephone analysis and DNA confrontations that corroborate Vincent’s responsibility,” highlighted the Observatory.

For the organization, this acquittal not only negatively impacts the case of Lucía, who was murdered on her birthday and her body found with signs of violence in the rooftop room of a building of the Countess, but it is a setback for all women in the capital, “because it sends a message of permissiveness, in which despite scientific evidence, justice is far from the reach of women who are killed in a cruel and inhumane way.”
For this reason, the National Citizen Observatory of Feminicide, Justice Pro Persona A.C. and El Día Después demand that the Superior Court of Justice remove Judge Norma Elizabeth Marín Ramírez.
To the Attorney General’s Office, as well as to the head of government, Claudia Sheinbaum, it asks for protection for Lucia’s daughters, aged 14 and 16 and her family, as well as comprehensive reparation for the damage, including access to justice, psychosocial accompaniment, in accordance with the Law on Victims of the CDMX.

Prosecutor’s Office of CDMX will appeal resolution
This Saturday, the Prosecutor’s Office of the CDMX regretted and expressed itself against the judge’s resolution, and informed that it will appeal the sentence.
“This institution considers that the judge’s decision is wrong and reiterates that the investigation carried out by personnel of this prosecutor’s office was accompanied by scientific, cabinet and field work.”
He stressed that a robust, professional and scientific inquiry was presented, which included positive confrontation of genetic profiles and police reports, among other elements of evidence.
“This Prosecutor’s Office indicates that it will occupy all the instruments and legal remedies at its disposal to prevent the acts committed by this person from going unpunished, since it has all the evidence that proves the guilt of this man, for whom we will seek punishment with the full weight of the law.”
The organizations demanded that the necessary measures be taken so that Lucía’s femicide does not go unpunished, as has happened in other cases, such as that of Abril Pérez Sagaón, whose femicide remains a fugitive from justice having been released by two judges when he was accused of attempted femicide.
In 2021, 149 women were murdered in Mexico City, including Lucía.
