Rent Law: the deputies did not reach an agreement and will go to the enclosure with three opinions

Far from reaching an agreement in the debate on the reform of the Rental Law in commissions, three opinions were issued: one from the ruling party, which does not carry out major reforms, another from Together for Change, which proposes to reduce the extension of contracts and change the form of updating, and the rest from the Federal interbloc. Now it will have to be debated in the enclosure, but it does not yet have a date. The majority opinion corresponds to the Frente de Todos, claimed the current rule and did not make substantial changes: it maintains the three-year contract for housing use, stipulates that “annual adjustments” can only be applied using an index for the updating of rents that combines that of the consumer price index (CPI) and the average taxable remuneration of stable workers (RIPTE) that must be prepared and published monthly by the Bank. Central of the Argentine Republic (BCRA); and grants tax benefits for properties that are for rent. In addition, it is planned to introduce the National Directorate of Consumer Protection as an arbitration body in the event of conflicts between the parties. The proposal to grant a tax benefit to those who have rental properties is elaborated after the strong rejection that arose from the alleged tax on idle housing that the FdT wanted to implement so that the owners prefer to turn the residences to the real estate market. 
With a minority opinion Together for Change proposes to return to the term of 2 years in contracts, annual and semi-annual updates, as agreed by the parties and without a fixed update index “being able to use official indices prepared or published by national, provincial or municipal bodies, or those that the parties agree”.

For its part, the Federal interbloc proposes to return to the term of 2 years in the contracts; eliminate that the landlord must accept any of the guarantees presented by the tenant; that the updates will be negotiated “freely” between the parties, that increases must be staggered, that the increases are capped so that they do not exceed inflation; the possibility for the tenant to make advance payments and the extension of temporary contracts. The ruling party’s opinion confirmed that there was no consensus, the Frente de Todos will still not be able to send the project to the precinct since it does not have the necessary votes to approve it, so the position adopted by the minority blocs will be key.
